The UN Security Council has failed to agree on a condemnation of the Jerusalem attack which killed eight Jewish students last night, as Israel and Libya traded insults and accused each other of terrorism. Libya, the lone Arab member of the council, sought to link the condemnation to its own resolution pressing for censure of Israel over its deadly assault on Gaza for "killing innocent civilians, including children".
