(Original Caption) 9/9/1949-Bonn, Germany: Police clear the street for the arrival of members of the Upper House (Bundesrat) of the New West German Republic on Sept. 7 as they convened for the first time since 1933. The presidency of the Bundesrat had been promised tp Hans Ehard, Minister-President of Bavaria, who is also head of the Christian Social Union, but the Christian Democrats turned on him and with Socialist support elected Karl Arnold, Christian Democratic Minister-President of North Rhine-Westphalia.
