Some 100 landless Filipino farmers rally outside the offices of Jose Miguel Arroyo, the husband of President Gloria Arroyo, in Manila's financial district on February 17, 2009 to demand the extension of the agrarian reform law and the distribution of farm land owned by Arroyo in Negros Occidental province. In 1988 the Philippine government introduced an agrarian land reform programme in which it promised to lift millions out of poverty and give farm workers the right to own land, but grinding rural poverty still endures and millions of farm workers are still poor.
