Roosevelt is shown with Mrs. Roosevelt as they appeared in their open car, en route to the White House after inauguration ceremonies at the Capitol. Despite the downpour of rain the President refused to disappoint those who had waited for hours to see him and rode in an open car from the Capitol to the White House.
