The body of the Mexican national Javier Suárez is guarded by family and friends 16 August 2002 in Piedras Negras, Mexico, two days after being executed by lethal injection in Huntsville, Texas, for the shooting death of undercover police officer Larry Cadena. Mexican President Vicente Fox called off a visit due later this month to US President George W. Bush's Texas ranch in protest at the execution. Fox, the European Union and the United Nations had pressed Texas to commute Suarez's sentence to life in prison, as he had been denied access to consular advice, in violation of the Vienna Convention on diplomatic protocol. The Death Penalty Information Center reported that 40 people have been put to death in the US since January 2002.
