MS Mr Reginald Maudling (Colonial Secretary) "I must make it clear that up to the time Zanzibar becomes independent Her Majesty's Government and the United Kingdom will not shirk from whatever step may be required to maintain internal order in the Protectorate".
LS Mr Reginald Maudling "So that when the time comes to hand over power we shall hand it over to a stable regime which offers proper safeguards to all the people of Zanzibar, and for our part we shall do all that is necessary to discharge this responsibility".

After internal self government we ask for the people to have independence at the earliest possible moment within this year of 1962".
